Panel Discussion | Remaking America: Europe in a US Grand Strategy of Restraint

Oct 02, 2025 | 06:30 PM - 08:00 PM

The German Council on Foreign Relations (DGAP) and the SCRIPTS Cluster of Excellence based at Freie Universität Berlin cordially invite you to the following event:

Remaking America: Europe in a US Grand Strategy of Restraint

Please register for the event here. You will receive a confirmation email with further information on September 30, 2025.

About the panel discussion

The Trump administration has sent (sometimes conflicting) signals that it wants Europe to assume greater responsibility for its own security. Within Trump’s coalition, one influential faction calls for a fundamental rethinking of US global engagement: a “grand strategy of restraint.” Advocates of restraint argue that the United States should reduce its overseas commitments, encourage its allies to shoulder more of the burden of defense, and recalibrate its role in the transatlantic and global order. A prominent member of this faction in Washington, Justin Logan, will join us to outline what a US strategy of restraint could mean for Europe and how transatlantic relations would evolve under this vision.

This is the fourth event in the series Remaking America? Contesting Visions from Trump and Beyond, a cooperation between DGAP and the Cluster of Excellence “Contestations of the Liberal Script” (SCRIPTS) at Freie Universität Berlin. The series features leading thinkers, scholars, and policy voices from the United States who assess the emerging ideas and factions reshaping American democracy and foreign policy and their consequences for Germany and Europe.

Input:
Justin Logan is the director of defense and foreign policy studies at the CATO Institute, a leading think tank in Washington, DC, that creates a presence for and promotes libertarian ideas in policy debates. Logan’s work has addressed the failure of US efforts at burden sharing in NATO, US-Russia policy, the changing balance of power in Asia, and the limited relevance of the Middle East to US national security. Logan has published widely on security issues and has been a prominent voice in debates about the future of US foreign policy.
